As of July 10, 2025, TECH Clean California multifamily and small multifamily heat pump water heater incentives released prior to this date are fully reserved and are not accepting new reservations.

The upcoming multifamily standard incentives are only eligible in retrofit scenarios where a heat pump is replacing a non-heat pump system, and can be stacked with other federal, state, local incentives, or tax credits, with the exception of HEEHRA and EBD which is not allowed to be stacked with TECH Clean California incentives. Incentives are available to TECH Clean California contractors, and they are required to pass 100 percent of the savings onto the property owner.
These incentives will apply to qualifying heat pump water heater and heat pump HVAC retrofit installations in multifamily buildings. TECH Clean California defines a multifamily as any property with two or more dwelling units. For these new standard incentives, there is an incentive cap of $500,000 per contractor across all projects. In addition, California Department of Industrial Relations (DIR) public works prevailing wage compliance requirements apply to all multifamily incentives.
