TECH’s six regional pilots are testing potential solutions to specific market barriers that are limiting the installation of heat pumps. The solutions that prove effective can inform smart statewide policy and will be incorporated into the core TECH framework or scaled into other statewide approaches.
The focus areas for three of the six pilots were selected to address barriers for market segments particularly important for supporting an equitable transition: low-income households and multifamily housing. The remaining three pilots address key barriers along the customer journey: identifying the customers most likely to save money by switching to heat pumps, streamlining permitting, and managing the new electrical load once the appliance is installed. Pilot descriptions below explain how each pilot addresses the identified market barrier and supports a pathway to scale.
