Single Family Incentives
TECH Clean California is now accepting single family heat pump HVAC and heat pump water heater reservations. Incentives may vary depending on technology and income qualifications. See more incentive availability below.
As of July 15, 2025, TECH Clean California single family heat pump HVAC and heat pump water heater incentives are available statewide to California homeowners.
As of July 3, 2025, 3CE incentives are fully reserved for this program cycle. Therefore, July 3, 2025, is the last day to submit claims.
As of June 20, 2025, single family heat pump HVAC HEEHRA Rebates are fully reserved for Central California and new income verification applications for Central California single family HEEHRA rebates closed. This means that HEEHRA single family rebates are fully allocated throughout the state, and the program is not currently accepting new income verification applications or reservation requests for single family projects.
As of June 17, 2025, single family HEEHRA heat pump HVAC rebates are fully reserved in Southern California and new income verification applications for Southern California single family HEEHRA rebates closed.
As of April 16, 2025, single family heat pump HVAC HEEHRA Rebates are fully reserved for Northern California. As of January 30, 2025, new income verification applications for Northern California single family HEEHRA rebates closed.
As of February 24, 2025, TECH Clean California single family heat pump water heater incentives are fully reserved statewide therefore, February 24, 2025, is the last day to make sales and create reservations.
As of January 17, 2025, TECH Clean California single family heat pump water heater incentives are fully reserved for non-SMUD, publicly owned utility customers (e.g. City of Palo Alto, LAWDP, Roseville Electric, Silicon Valley Power, etc.) and any customers whose home bedroom/bathroom configurations do not fall within the California Plumbing Code (Chapter 5, Table 501.1(2) in 2022 California Plumbing Code - e.g. homes with 7+ bedrooms or 4+ bathrooms, etc.); therefore, January 17, 2025, is the last day to make sales and create reservations.
As of January 17, 2025, TECH Clean California single family heat pump water heater incentives are fully reserved for non-SMUD POU customers (e.g. City of Palo Alto, LAWDP, Roseville Electric, Silicon Valley Power, etc.) and any customers whose home bedroom/bathroom configurations do not fall within the California Plumbing Code (Chapter 5, Table 501.1(2) in 2022 California Plumbing Code - e.g. homes with 7+ bedrooms or 4+ bathrooms, etc.); therefore, January 17, 2025, is the last day to make sales and create reservations.
As of February 6, 2024, single family market rate heat pump water heater incentives are fully reserved for electric investor-owned utility customers in PG&E service area.
As of February 9, 2024, single family market rate incentives are nearly reserved in SMUD service area; therefore, February 9, 2024 is the last day to make sales and create claims to reserve incentives.
As of March 7, 2024, single family market rate heat pump water heater incentives are nearly reserved for non-SMUD publicly-owned utility customers; therefore, March 7, 2024 is the last day to make sales and create claims to reserve incentives.
As of April 4, 2024, single family market rate heat pump water heater incentives are nearly reserved for investor-owned utility customers in SDG&E service area; therefore April 4, 2024 is the last day to make sales and create claims to reserve incentives.
As of May 29, 2024, single family equity heat pump water heater incentives are nearly reserved for investor-owned utility customers in PG&E service area; therefore, May 29, 2024, is the last day to make sales and create claims to reserve incentives. Please note, this includes SMUD electric customers - there is no separate SMUD budget for equity projects.
As of May 30, 2024, single family single market rate and equity heat pump water heater incentives are nearly reserved for electric investor-owned utility customers in SCG service area; therefore, May 30, 2024, is the last day to make sales and create claims to reserve incentives.
As of June 3, 2024, single family equity heat pump water heater incentives are nearly reserved for non-SMUD publicly owned utility customers; therefore, June 3, 2024, is the last day to make sales and create claims to reserve incentives.
As of July 9, 2024, single family equity heat pump water heater incentives are nearly reserved for investor-owned utility customers in SDG&E service area; therefore, July 9, 2024, is the last day to make sales and create claims to reserve incentives.

Heat Pump Water Heater Incentives
TECH Clean California offers incentives and savings to customers on the retrofit installation of heat pump water heaters in existing single family California homes. Incentives vary depending on technology and income qualifications. These incentives can be stacked with other federal, state or local incentives, or tax credits. Incentives are only available to residential electricity customers working directly with a TECH Clean California contractor. To sign up, please visit switchison.org/ca/pros.
Two types of single family rates are available for heat pump water heater incentives:
- Market Rate: Incentives start at $1,100 in Northern California and $2,100 in Southern California.
- Equity Rate: Incentives start at $3,500 for income-verified Californians. Customers can check their eligibility using the Incentive Finder Tool at incentives.switchison.org.

Demand Response Program
Demand response programs can help optimize a household’s electricity usage, avoiding peak demand. Contractors may recommend a specific program -- for example, OhmConnect is a common choice since almost anyone can enroll. SMUD customers can enroll in My Energy Optimizer and PG&E, SCE, or SDG&E electric customers, have multiple program options. Learn more about demand response programs at The Switch is On.

Time-of-Use Rate
A time-of-use rate is a type of utility rate plan that offers customers lower electricity prices during off-peak times of the day. This gives customers more control over their electricity costs and could save money. The heat pump water heater is programmed to heat water at lower priced times of day, so enrolling in a time-of-use rate takes advantage of the savings. Water Heater Rewards Program
Water heater rewards programs turn heat pump water heaters into smart devices, heating water during times of the day when electricity prices are lower and power from renewable energy sources is abundant. Water heater rewards programs reward customers for connecting their water heater to heat water at less expensive times of day, also known as load shifting. Heat Pump HVAC Incentives
TECH Clean California offers incentives and savings to customers supporting the retrofit installation of heat pump HVAC and air-to-water heat pump technologies in existing single family homes throughout California. These incentives are only available to residential electricity customers statewide by working directly with a TECH Clean California contractor. To sign up, please visit switchison.org/ca/pros.
Two types of single family rates are available for heat pump HVAC incentives:
- Market Rate: Incentives range from $1,000 to $1,500 depending on previous HVAC technology.
- Equity Rate: Incentives range from $1,000 to $1,500 depending on previous HVAC technology. To check a customer’s area median income (AMI) eligibility, scan or visit tech-incomeportal.com.
Two types of single family rates are available for air-to-water heat pump incentives:
- Standard Rate: Incentives are $3,500 for a standard unit.
- Low GWP Rate: Incentives are $5,000 for a low global warming potential unit.

Demand Reponse Program
To receive a TECH Clean California incentive, customers must enroll in a demand response program to help optimize a household’s electricity use. Contractors may recommend a specific program -- for example, OhmConnect is a common choice since almost anyone can enroll. SMUD customers can enroll in My Energy Optimizer and PG&E, SCE, or SDG&E electric customers, have multiple program options.
