Single Family Air-to-Water Heat Pump Incentives

Air-to-water heat pumps are a cutting-edge solution for space heating and domestic hot water needs. These highly efficient systems transfer heat from the outside air to water and are designed to work in a wide range of climates. Air-to-water heat pumps reduce energy consumption and carbon emissions while delivering consistent performance and comfort. And now, TECH Clean California offers incentives for air-to-water heat pumps.

*These incentives will come out of the “Single Family Residential TECH HP HVAC” budget here.

**The low-GWP kicker applies to heat pump water heaters that use refrigerants with a global warming potential (GWP) of 150 or less.

TECH Clean California is now accepting Air-to-Water Heat Pump reservations

After the reservation is submitted, the project team will review the reservation to confirm that there is available budget and that the project meets program requirements. If approved, the team will send a follow-up email, approving the installation to commence and requesting that additional project information and photos are submitted once completed. A unique ID number will be provided from your reservation that will be used to link your reservation and submission.

Projects must be submitted within 120 days from approved reservation.

    • Combination systems must provide primary space and water heating

Key Requirements for Projects

  • Single family retrofits only
  • Project must be replacing a non-heat pump system.
  • New gas furnaces cannot be installed as part of the air-to-water heat pump project.
  • Contractors must be enrolled in TECH Clean California
  • Product Eligibility (Qualifying Product List)
    • An air source heat pump that has a refrigerant to water, or water/glycol, heat exchange
    • Able to provide space heating (and potentially also space cooling and domestic hot water)
    • Capable of achieving a heating coefficient of performance of 1.7 or greater at full load capacity at a dry bulb outdoor temperature of 5°F and a leaving water temperature of at least 110°F

  • No HERS testing required
  • Customer Terms and Conditions (signed after November 12, 2024) required
    • Just fill out sections one and three
  • Demand response is required. Customers will self-attest on the Customer Terms and Conditions document that they will enroll in an eligible demand response program for at least three years

  • Air-to-water heat pump claim requirements
    • Photo of installed system's main control unit with its primary hydronic equipment
      • Include and label the piping runs as they're attached to the particular tank
    • Whether or not the installed equipment is for space heating only or combination space and water heating
    • Space heating install type
      • Air handler and/or radiant

No – because of the qualified products list requirements of the TECH Clean California single family HVAC (including HEEHRA and 3CE) and TECH Clean California single family heat pump water heater (including BayREN and 3CE) programs, air-to-water heat pumps can only be incentivized through this channel.
