HEEHRA Rebates Paused

The California Energy Commission provided the following update regarding the Home Electrification and Appliance Rebates (HEEHRA) program:

“In light of the continued pause in federal funding by President Trump’s January 20, 2025, Executive Order (Section 7, Unleashing American Energy), the California Energy Commission (CEC) is pausing the state’s administration of the federal Home Electrification and Appliance Rebates (HEEHRA) Program until the Trump Administration provides additional information on the funding for this program. The program has stopped accepting and processing new income verifications and rebate reservations for single family and multifamily homes. California intends to honor approved reservations as the availability of federal funding allows. The state is working to resolve ongoing issues accessing federal payments. We will provide more information when it becomes available from the federal government.”

As of February 26, 2025, the HEEHRA program team is continuing to review and pay rebate claims for projects that have been completed and submitted for processing. These submitted claims must be associated with approved reservations, also referred to as pre-approvals. To support prompt rebate claim processing, please ensure that you submit all required information including geo-tagged photos of pre-install equipment/conditions and post-install equipment. 

No individual should start a project without an approved reservation. Proceeding with any project without an approved reservation is made solely at your own risk.

FAQs

We cannot process any new or existing pending income verification applications as of February 26, 2025.

We cannot review nor approve any additional reservations as of February 26, 2025. Submitted but unapproved rebate reservations will remain pending until we obtain further information about the status and duration of the current federal funding pause.

We are continuing to process, approve, and pay valid submitted claims with approved reservations as of February 26, 2025.

We are currently processing and approving rebate claims with approved reservations.

Claims for completed projects must be submitted to Iris within 120 days of reservation approval. Any claim that is not submitted before the expiration of this 120-day period will be automatically rejected, and the reservation will be forfeited.

The state is continuing to work to access federal payments and intends to honor, but cannot guarantee payment of, approved reservations as the availability of federal funding allows.

HEEHRA had not yet issued pre-approvals nor rebate reservation approvals for any multifamily projects. The multifamily HEEHRA process, including multifamily HEEHRA income verifications and eligibility requirements to support multifamily HEEHRA reservations, has been paused due to the federal funding pause as of February 26, 2025.

Contractor training and enrollment in the HEEHRA program is currently paused as of February 26, 2025.


HEEHRA is an Inflation Reduction Act (IRA)-funded program that is managed by the California Energy Commission. The CEC is distributing the first phase of HEEHRA funds through TECH Clean California.
