Update on HEEHRA Rebates for Single Family Homes
Income verifications for single family HEEHRA rebates will only be accepted in the Northern region starting January 2, 2026. The Northern California region is expected to be fully reserved in January 2026. Central California HEEHRA rebates for single family home retrofits are expected to be fully reserved by January 2, 2026. The Southern region is also close to fully reserved.

TECH Clean California Multifamily Incentives Reservation Deadline Extended
TECH Clean California is excited to announce that multifamily incentive reservation requests will now be accepted through December 18, 2025, at 5 p.m. PT. This is a 6-day extension on the original deadline, affecting both standard and enhanced support pathway (ESP) incentives. These incentives will be awarded via a random lottery system after the reservation request period.

TECH Clean California Releases Annual Report Covering Third Year Market Transformation Results
TECH Clean California’s 2023-2024 Annual Report highlighting the key results from year three is now available. Reporting on market transformation results, the TECH Clean California Annual Report highlights learnings and accomplishments through the initiative's statewide focus and collaboration. The guiding principle of TECH Clean California puts the state on a pathway to six million heat pumps by 2030 and carbon-free homes by 2045.

Multifamily Heat Pump Incentives Now Available
TECH Clean California multifamily incentives are now available! As of November 19, 2025, at 12:00 p.m. PT, we are accepting reservation applications for multifamily incentives, including standard incentives and enhanced support pathway incentives. These incentives will be available to TECH Clean California contractors across the state supporting multifamily properties/buildings.

Starting on November 19, 2025, TECH Clean California reservation applications will be available for multifamily heat pump HVAC and heat pump water heater incentives. Also launching are enhanced support pathway (ESP) incentives for central heat pump water heater monitoring and optimization, electrification readiness, and small portfolio owners.

Last Day to Reserve Statewide Heat Pump HVAC and HPWH Incentives
Friday, November 14, 2025, is the last day to make sales and reserve single family heat pump HVAC and heat pump water heater incentives statewide. As of November 12, 2025, the TECH Income Verification Portal will be closed and no new income verification applications will be accepted.

2025 Quick Start Grant Program Cohort Seeking Applicants
As of today, October 3, 2025, applications for the Quick Start Grant program are open until October 31, 2025. This round of grant solicitations are designed to build upon TECH Clean California’s past success, by supporting activities that advance or expand successful approaches from past Quick Start Grants or that address key barriers to heat pump market transformation, funding outreach and education to expand its reach, and using the data gathered to answer important policy questions.

How does the HEEHRA rebates program serve renters?
The California Energy Commission (CEC) through TECH Clean California – a statewide residential incentive initiative – is providing rebates for energy improvements in homes, including multifamily residences. The new appliances and equipment funded by rebates available through the state’s Home Electrification and Appliance Rebates (HEEHRA) Program are designed to make your home more comfortable, energy-efficient, and healthier by upgrading outdated appliances, equipment, and electrical systems in homes.

This program was launched as part of the TECH Clean California initiative to accelerate market transformation for heat pump space and water heating through strategic investments in quick-deploying, innovative pilot projects that focus on solutions for low-income households and historically underserved communities.

TECH Clean California Helps GoGreen Home Energy Financing Go Statewide
Roslyn Roberts has always been serious about climate action. The associate professor at California State University, Sacramento serves on her county’s Climate Emergency Mobilization Task Force. She meticulously tracks her household’s energy use and carbon footprint.
Still, replacing her own home’s aging HVAC system felt out of reach — the up-front costs would be more than $10,000, even after a TECH Clean California incentive.
And then, through her volunteer work with Sacramento County, Dr. Roberts discovered GoGreen Home, a state-backed private loan program for energy efficiency upgrades. The program sets aside public funds for a loan loss reserve to use in case of default. That mitigates risks and lets private lenders offer lower rates and longer repayment terms — a game changer for middle-income households.

Single family residents in California can now access heat pump water heater and heat pump HVAC incentives available through TECH Clean California contractors for projects sold on or after July 15, 2025.

Upcoming Single Family Heat Pump HVAC and Heat Pump Water Heater Incentives
Starting July 15, 2025, TECH Clean California will launch market rate and equity single family incentives for heat pump water heaters and heat pump HVAC. The incentives will be available through TECH Clean California contractors. At least 50 percent of the incentives are dedicated to equity projects.

HEEHRA Rebates are Fully Reserved in Central California
As of the end of the day today, the single family HEEHRA rebate budget for the Central California region is fully reserved. This means that HEEHRA single family rebates are fully allocated throughout the state, and the program is not currently accepting new income verification applications or reservation requests for single family projects.

Encouraging Heat Pump Technology for All Californians
Maintaining comfortable households in the face of higher summer temperatures and increasing extreme weather events is a challenge for everyone, but some California households encounter greater risk and difficulty in meeting the need. Heat pumps are one of the ways that rural, low-income, tribal, and language-isolated households can control their indoor environment while also making a commitment to reducing carbon emissions. Interest in heat pump technology is growing throughout the world, and its benefits — energy efficiency, lower costs, year-round comfort, reduced reliance on fossil fuels — could be especially transformational for California’s at-risk residents.

TECH Clean California Heat Pump Water Heater Program Wins a PLMA 2025 "Excellence in Load Management" Award
On May 6, 2025, TECH Clean California accepted the Peak Load Management Alliance (PLMA) Award of Excellence in Load Management. The award — given at the 2025 PLMA Spring Conference in Kansas City, Missouri — recognized TECH Clean California’s Heat Pump Water Heater Program team, including the California Public Utilities Commission, for its integrated demand-side management requirements, which include enrollment in a demand response, daily load shifting, and time-of-use enrollment for heat pump water heater equipment incentives.

A Blueprint for HOA Electrification
When the Heather Village homeowner’s association (HOA) needed to replace an aging hot water system, board members saw an opportunity — not just to upgrade, but to save money and shift away from fossil fuels. With help from grants, on-bill financing, and strategic partners, the 12-acre condominium complex west of Los Angeles installed seven central heat pump water heaters to replace a crumbling system of 15 gas boilers. After great initial success, Heather Village is now embracing full electrification, including other appliances and even full HVAC for residents who had never enjoyed air conditioning.

Heat Pump Water Heaters in Manufactured Housing
Manufactured homes have the highest energy use intensity of any residential home type, using 40 percent to 50 percent more energy per square foot than other single family homes. Many people who live in manufactured homes have lower income levels, which means the impact of their homes’ high energy usage has an even greater impact to their monthly expenses.

HEEHRA Rebates Resume in California
The California Energy Commission provided the following update regarding HEEHRA on Monday, March 10, which in part noted:
California is resuming the state’s Home Electrification and Appliance Rebates (HEEHRA) Program, available through TECH Clean California. The program will continue to process approved rebate applications and rebate reservations on a first-come, first-served basis as federal funds are made available. Submitted reservation requests will receive priority. If you have questions on the status of your HEEHRA reservation request or rebate, please contact your contractor or TECH Clean California at tech.info@energy-solution.com. The program will reopen to new HEEHRA income verifications and rebate reservations in the coming weeks.

Central Coast Community Energy’s Electrify Your Home Partner Program Impact
TECH Clean California’s single family heat pump water heater incentive funding is no longer available as of February 24, 2025. In response, Central Coast Community Energy (3CE) will be updating its Electrify Your Home (EYH) program to offer incentives independent from TECH Clean California’s funding.
